The Founders
The founder of this unique online resource center is R.H. Ruggles.
R.H. Ruggles, recently retired from the Canadian International Development Agency (now Global Affairs Canada) where he served as a senior education advisor. He had multiple postings in Asia, Europe, Africa and Latin America.
His Ph.D. in Educational Planning and Administration is from the University of Toronto. He also has certificates in planning e-Learning programs and teaching English as a second language.
R.H. Ruggles is a lifelong Italophile with ecletic interests in Italian art, literature, history, music and tourism.
